Regarding voting, the document states that only members of the PEAR group
can propose a vote. How would a user propose a new package? Would the
vote be forwarded to the PEAR group through an internal sponsor, i.e.:
PEAR Developer -> PEAR Group Member -> PEAR Group Vote -> Result
