The voting referred there is for the "rules and regulations" part of PEAR, it
has nothing to do with package proposals, etc., and that voting rule was taken
by general consensus of the current members of the PEAR Group.

Not really. There is the possibility of reactivating an issue if too fewer
votes are casted. Also, members that are going on a prolonged vacation will say
so, that way measures can be taken (e.g. designating a proxy).

The PEAR Group has its own list with explicitly given emails. The ones that are
part of this group know each other and each has a designated email that is
using for this purpose. Again, this document refers to the workings of the PEAR
Group, not package approval, or other issues which are done throught a
community process.
