I don't know if your printer settings are a valid argument: At least Norway
isn't part of the EU :-).

UltraEdit, which is probably the most used PHP-Editor for Win32,
normally uses 8-space tabs, but it's pretty easy to configure it
the other way. (I can't test it right now, but some of my colleagues
use it regularly.)
