Remember what CVS is: our working code repository. People don't use it
for anything than developing or testing.

You should commit only working and tested code to HEAD, but hey its
CVS, some features could take days on being integrated completely. Many people use the CVS version
of the PEAR command for testing
and we will upload beta versions too, so don't worry about the
feedback. Anyone can easily modify his
pear executable to use the CVS version anyways.
