Please describe the class you want to add to PEAR on this list and let us discuss about it. When this is done, you can request your CVS account in order to commit it to CVS.
I posted a list of parts of PEAR Forum. Also there's a PHPDoc generated documentation which posted in a second post: http://dev.phorum.org/api/index2.html. Anything else? Or maybe you mean describing the package for writing a package .xml file?
Is there any particular license i should/am required to release it under? PHP/GPL license?
Most of the stuff in PEAR is licensed under the PHP license, but it's open to you what license you want to use.
The PHP license looks fine to me.
