If this is going to take long i could just set up a sourceforge project called pear-forum or something.
And it can still be a pear package? Be downloadable using some pear package system or something, and/or be linked to from pear.php.net or something?
Or it could be temporary until i get an account, how long does it take anyway?
And who is responsible for creating accounts?

I assume i should put it in cvs.php.net's repository? So other's can commit code.Sorry we are a little slow opening accounts until the web system is up. Could someone with the right perms open an account for him? You should use the "pear" module and create your own directory (PEAR_Forum?). Tomas V.V.Cox
