You're encouraged to gather the necessary information yourself. We
cannot explain each and every bit in detail.

cvs.php.net is using a karma based access control system. Currently you
are only having access to pear/XML_RPC because you noted that while
requesting a CVS account. The PHP Group can adjust that.
