A framework would be built around the component model.

The situation, as I see it, is this: PHP 5 allows for proper OOP, SRM
makes persistent objects possible. What is missing is a standarf for
component-based development.
Writing such a standard and developing a reference implementation
thereof has nothing to do with the aim of PEAR or PHP.
