I'd recommend taking your excellent comments on $options, and putting them in the phpdoc comment. You can simply use <pre></pre> surrounding the source if you'd like, or use a list like so:

Not all of the private methods have an explicit @access private, but you know this, I'm sure. Just making sure though :)
For all of the docs, you need a blank line between the summary and the long description, otherwise phpDocumentor will lump them together. Alternately, end the line with a period

I wonder if Image_Tools should be static? Before you release, please investigate making it non-static. This way, you could pass in a Image_Text object, and tell it to add a border, and the border would simply be correct. You could also have both static and non-static methods to accomodate the flexibility you're looking for.
