I think the "standard" definition of a holiday is a banking holiday. Of
course that is based in the countries I know of, so I'm not sure if it's a
general rule.

I don't think having local holidays will be feasible.

There are some holidays that would have to be calculated. Most catholic
countries I know of, have an easter holiday ("good friday"?)
that falls somewhere between march 22 and april 25, depending on the phase of
the moon.
