Why not just bundle Error_Raise with HTML_Progress? In other words, include the source code, and have it installed. I would put the files in HTML/Progress/Error/Raise.php, and adjust the include_path. This will end any problems. If Error_Raise is ever accepted, you can do another release with the dependency. Problem solved.
