My version of PHP/Postgres returns "relation 'foo' does not exist" errors, but
pgsql.php's errorNative() function expects "Relation 'foo' does not exist".
Would anyone mind my committing the very small patch that's attached, in order
to make this case insensitive? Should I do the same thing for the other
capitals?
