The email stuff of your proposal is really wired. I can not imaging where
this results from, since it seems not to resolve configuration constants
correctly. All other proposals do. That's why the PEPr generated emails are
not send to pear-dev.

That'd be a bug, too, since PEPr should not allow -1 votes without a
comment. I will go on checking that.
