Hi,
I am frequently going through the bug database now and I see alot of open bug reports with patches. Those should be easy fixes.
Anyways whats even easier to fix are the dependencies. Every package should actually have a dependency on the PEAR version required and the PHP version required.
For php versions we generally expect php 4.2 to be supported, but of course if there are good reasons you can require higher versions and if possible you can of course support higher versions. However this probably makes little sense since PEAR itself requires 4.2.
For PEAR you have to make sure which version to support. Actually you can decide not to put in any version number (not sure if that makes sense though).

Also take a look at the MDB package.php which generates nice package.xml files for you (just copy and edit for your respective package):
