IIRC, each package uploaded without a php dependency are automatically
set to php 4 dependency.

I do not say it is not a nice tools. But I would like to have the
__updated__ package.xml in cvs and not tons of scripts to call to get
a correct package.xml (as a note). And not only on each release.
