Bug description: Date_TimeZone _DATE_TIMEZONE_DATA[] has UTC double-defined

Both UTC and Etc/UTC are duplicate-defined within the _DATE_TIMEZONE_DATA
array. To be clear, this means that there are FOUR, rather than TWO total,
array entries for UTC.
Not the world`s most important info, but if you are not told it will never
change.
PS in spite of trying, I cannot find the way to report this under the
Date() package.
