I agree Win/KDE give more features, but - ADSL is available in every Western European country (I don't know for the rest of the world), - Developing for KDE or Win means developing/porting libraries which doubles development time (I can tell), - There are quite complex projects going on for Kde/Win, - There is no real on-line editor for PHP.
