IIRC, I attained temporary <maintainer>ship for the package in question to make an initial release since I had a package that depended on it but there was no release yet at the time. Ulf, who is also listed as a <maintainer> is currently not active as a PEAR contributor and I do not know anything about Jason Lotito, the <lead> of the package.
