What validation would you suggest? Many ideas have been tried before for the
requests for PHP accounts, and still there were getting many bogus ones. Even
when you explicitely give instructions and mention when an account request will
*not* be considered, still bogus requests are submitted. If you think that
there is a lot of bogus input, you should subscribe to the php-notes mailings
(to admin the PHP Manual notes), that'll give you an idea of how high the
amount of noise can get when you are allowing people to input freely.
Bottomline, I am not sure that there is a silver bullet to eliminate the noise
you see (which btw is so you can see more transparently what we used to see on
the PEAR group list only).

I disagree, as the case I mentioned above, even when the PHP account request is
not prominently liste on php.net the bogus requests still are produced. Working
in an open community involves some noise, you might be able to ameliorate it,
but it won't go away.

Perhaps when theres is a user-contributed notes system for the PEAR manual, the
notes should also come here, that will easily drown the bogus account requests
:-) (yes, I *am* kidding)
