I'm +1 on this so long as you only include PEAR.php when raising errors, instead of including it everytime.
That does seem a bit of an overkill, the file creates 6 possible errors, (and does PEAR::isError a few times - although this could be replace with is_a())
if it was once or twice, this type of including may make sense, but with 6 it is probably valid to include it at the top.
It's included via HTTP/Request->Net/Socket anyway - but it's good to put it in anyway to inform readers that PEAR is available in this file..
