PEPr conditional votes?

Can someone explain what the asterisks next to the vote is in a PEPr proposal
page?
e.g. on http://pear.php.net/pepr/pepr-proposal-show.php?id=41
I see 5 votes
with asterisks next to them. I assumed that those were the conditional votes,
but that doesn't seem to be the case; examining e.g. Jon Parise's vote, it
indicates that it is not conditional.
Is this a bug?
