Hi! Normally the process should be to first put all objections out of the way. After that you can run into "call for votes". In this case (I guess) this rule was not held. Anyway, if you have objections on a package, you should wote conditionally but positive. If a condition gets not fulfilled an email to QA should be the way (after contacting the proposer/maintainer).
