If a condition gets not fulfilled an email to QA should be the way (after contacting the proposer/maintainer).I don't think so. If stated before: If 5 other devs vote an unconditional +1, the proposer may ignore my condition and release the package. If I vote -1, he has only +4 and may not release the package...
