Hi!
I'm not really sure, if the voting process will work properly like this... A simple email voting on the QA Core member would be more efficient here. Especially since this kind of procedure is not a very common one in PEAR, there's no need to implement an automated process.
Email voting could look like this:
1. Start a thread for nomination (posting an email there automatically nominates).
2. After 2 weeks post a new thread with all volunteers in the following way:
[] Name
[] Name
3. Every developer may answer to this and vote by adding a X to the [] before the desired names (up to 7).
4. After 2 weeks just count the votes.
This is IMHO more practical for every party.
