I could be wrong, but it is my understanding that "frameworks" are not welcome
in PEAR itself. I would image that an implementation of MVC would fall under
the "framework" category.
We have done a framework that some consider MVC, but I don't claim that. It
extends PEAR.php and uses PEAR where ever appropriate.
Our code is available from sourceforge (http://sourceforge.net/projects/cep).
By the end of the month we will have a download of our 3rd alpha ready that is
installable via the PEAR installer. We also hope to set up a PEAR compatible
repository for loading application modules, libraries, and components via the
PEAR installer (and hopefully a PEAR_Frontend_Web application module).
I am obviously a big fan of frameworks built using PEAR, but unfortunately I
don't think these will ever be available at pear.php.net.
