Yeah, I helped refuel that debate and it is a general contention that
frameworks are not going to be a part of PEAR. However, while on the
subject of MVC there are a number of implementations out there including
one we use here at work called, MVCnPHP:

If you want something more struts'ish look into Phrame. Questions
regarding this is welcome as I'd like to encourage more PHP apps to use
MVC when it makes sense.
