That's a really vague requirement (i.e. platform???) & one that depends a heck of a lot more on the database format (over which I have no control) than the class itself. But, if the performance of PHP disk/mem I/O is a reason to accept or reject a PEAR package then I hope you'll be pleased to learn that I can instantiate the class and perform 500 IP address lookups in 1 second (+/- 0.1).
Forgot to qualify (another reason that request was quite ambiguous) that that benchmarks are for the City (commercial) database which is 17MB as compared to free Country database which is 687k. With free country database I can perform 2000 [different] IP address lookups in a second. Hans
