Should be done in a few minutes, is only one message per developer, shouldn't be annoying if sent once per month, and if you like so, has the side effect or creating a bit of pressure because everyone is seeing every bug of every package. Unless some developers feel offended by retrieving bug reports of packages they don't develop. Or by knowing that other see the bugs they didn't fix. Or by retrieving any qa messages at all.
