[PEPr] Comment on Util::Util_Observable

Either way, you are right, this has issues on the fronts you listed. I also agree with you on all those issues. Another thought that has been mentioned here...maybe interfaces become a 'channel' just as frameworks have been proposed to be better suited in a channel in prior discussions? Which reminds me, I need to give the channel code in cvs a whirl.
