Hello Jeroen,
I think that for the version 2 all you need is to contact group (pear-group@lists.php.net) for their approval, then the package could be added directly without going through the voting process.
For the group who reads me in copy I suggested to Jeroen to port Crypt_Xtea to PHP 5 as I will be using it in a PHP 5 only package.
