[PEPr] Changes in proposal for Yawp::Yawp2

Change comment: Have updated with information about Yawp2, which is significantly more extensible and customizable. Please read the new proposal text and view the new code sources; I am eager to hear comments, espcially those relating to Yawp being a possible candidate as an official PEAR "framework" of sorts (although it is more of an object aggregator and encapsulator than a framework proper).
