This is going in the direction of PHP_Compat. Generally I find it very cool to have this as a fallback solution available.
So maybe this should be a separate package, since I assume you also want to add functionality? The added functionality should in the spirit of PEAR be OO code.The general socket implementation should (IMHO) have no added functionality, but just emulate the FTP ext. Added functionality will be found in the main Net_FTP class (as it is now).
