The reason for this is proper working of browser's "Back" and "Forward" buttons. If non-working "Back" and "Forward" buttons are OK for you, then bear in mind that removing this 'if' will also force controller to do useless work on all "display" calls when the values are already there. In other words: feel free to use your own "display" handler, but do not expect it becoming the default.
