[PEPr] Comment on Tools and Utilities::Util_Checksum

Helgi Þormar (http://pear.php.net/user/dufuz) has commented on the proposal for Tools and Utilities::Util_Checksum. Comment: I agree with Martin and Stephan but I'd like to see it do the same things (even better) then Validate does now with the ISBN and such, and this could maybe be a sub package of Validate ? Thus making Validate smaller, no duplicate work and etc. But then again like Martin said, if this also generates stuff, then maybe it shouldn't be a sub package of Validate but still can work with it. Validate is anyway splitting of soon it's locale stuff into it's own little sub packages.
