Fix for bug in Date?

As marked here: http://pear.php.net/bugs/bug.php?id=2338 there is a bug in Date::before() and Date::after() that resets the timezone. I can quickly fix it but how do I submit the fix and thereby closing the bug? How long time should we expect before a new version of Date is beeing released where this fix is included?
