You submit your fix as a diff -u patch to the bug report or as a link to
the patch in the bug report.
But you won't close it though, that's the package lead/developer job.

As long as those in charge of that package have noticed it, committed
it, tested, and found the package to be overall stable and good enough
for release :-)
So it can be short time, can be a long time.
