I can not understand who is issuing a trackback and who is responsible for initial connection. Does PEAR website ping blogs to say "new package info is available" or it is blog, who pings and tells PEAR package what it has new blog entry available for viewing?I now liked to the Movabletype page where trackbacks are explained [1].
