[PEPr] Comment on PEAR::PEAR_Delegator

Greg Beaver (http://pear.php.net/user/cellog) has commented on the proposal for PEAR::PEAR_Delegator. Comment: I think this will be a great addition to PEAR (have said so in the past). The slimmer you can get the code, the better. I would definitely put all of the major non-essential features into a class that can be easily delegated into PEAR_Delegate, or even automatically delegated on demand (very cool feature to have).
