PEAR 1.4.0a4 doesn't understand that beta is more stable than alpha?

When trying to "pear upgrade PEAR" with PEAR 1.4.0a4 to 1.4.0a6:

"channel://pear.php.net/PEAR_Frontend_Web-0.4" to install

I ended up uninstalling PEAR_Frontend_Web and PEAR_Frontend_Gtk, then
downgrading Archive_Tar to 1.2 to get PEAR 1.4.0a6 to upgrade
correctly.
