[PEPr] Comment on NEWS::NEWS

Louis Mullie (http://pear.php.net/user/louism) has commented on the proposal for NEWS::NEWS. Comment: I do agree with Tobias. From the PEAR manual : " Despite the fact that the "A" in PEAR stands for "Application" there is a simple reason why applications are not yet supported: Until now nobody has gotten around to make the infrastructure like the PEAR installer capable of handling packages that provide complete web applications." I see this package as an "application" in the sense that the problem it solves is too specific, and that the classes are not reusable enough.
