Only if you want to. If you don't want to require the users to sign up
to download your code you may set your files property to be "Accessible
without user login". Making your class files available that way is a
decision of the contributing author.
Of course, if a user is not logged when he downloads your class files,
that download will not count to the charts because it would be anonymous
and there would be no way to tell if different anonymous downloads are
made by the same or different users.
Still your class is advertised to the site subscribers, which are
probably more than all the subscribers of PHP mailing lists all
together.
