sounds like a good idea, it's also helpfull to announce a couple of
weeks before you call for votes that you intend to do that..

Please follow CS, and use PHP_DEBUG_* to prefix all your constants..

you can use PEAR::getStaticProperty to store/retrieve configuration
or preferably use some static method
eg.. PHP_Debug::useVersion(PHP_DEBUG_STANDALONE);
