I disagree (speaking from a position of someone who has a draft proposal out
there that would be nuked by this new process) ... I believe that if you're
not ready to propose something and move it through the process in this
timeframe, then don't propose it.
Even seeing this proposal come up for votes is serving as a good kick in the
pants for me to finish up my Services_Backpack package.
Too often people put something in Draft stage to "reserve" their potential
position for working on a new package, and then do nothing ... If the
proposers truly aren't motivated to see a package through to release, then
I'm all for booting the proposal and letting someone else pick up the ball
with a new proposal for a similar idea.
