Applications in PEAR (or is Pear 1.4 going to change things ?)

Hi all,
Not wanting to throw oil on the fire, Pear 1.4 recent release made me question
the validity of
"Despite the fact that the "A" in PEAR stands for "Application" there is a
simple reason why applications are not yet supported: Until now nobody has
gotten around to make the infrastructure like the PEAR installer capable of
handling packages that provide complete web applications.
When the situation changes, this site will be updated. " [1]
I believe that the time has come to re-evaluate that statement (either way, I'm
just sparking up the discussion) since 1.4 makes it possible to distribute
applications (e.g.: phpMyAdmin on pearified.com).
My views:
One way would be to re-write that part of the manual stating one should setup a
channel or propose an application to an existing channel (such as pearified).
The other being to start having applications in PEAR.
