The in application standard for "tools" not "webapplications" IMHO. The key point is that the second we allow general purpose applications we also allow in frameworks. This will broaden the scope of PEAR to unmanageable levels. So IMHO applications if they are very focused in their usage and are developers tools rather than end user applications.
It makes sense to word it that way and fits with the list scott posted.
But yes this section should be revised on the manual.
I hope it was clear from the beginning it was my only intent (as in how do we
revise it) :)
