This should be up to the maintainers. Another possibility would be to
dual-license the code. The Debian folks could then choose the license
that's best for them, while the package maintainers are not forced to change
the license in the middle of the race.

The PEAR Group is currently talking about this with the PHP Group, and we'll
certainly come up with a solution.
