If it became a PECL package I'd have to rewrite the entire win32 build system from scratch :-\ The chief argument for keeping PHP-GTK entirely separate used to be that it's a GUI building tool rather than a web-based tool, and on that historical basis we now have a completely separate infrastructure established for everything - web, docs et al. The fact of that infrastructure existing is probably the strongest argument for keeping it separate now, as there are client-side extensions in PECL these days (I'm thinking particularly of http://pecl.php.net/package/newt).
