Yes it is, and is not implemented in package.xml (BC reasons)
In fact, there are 2 major changes to behavior in package2.xml that all
developers need to know about:
1) package-info replacements are performed at packaging time
2) required dependencies are automatically downloaded and installed if
not installed already. On "upgrade" they are also automatically
upgraded if newer versions are present
These features were not implemented in package.xml because it would
instantly change expected behavior for existing packages, which is not
always a good thing, in my opinion.
