[PEPr] Changes in proposal for PEAR::PEAR_PackageFileManager_GUI_Web

Change comment: forget to said : - to Brett Bieber, 0.2.0 can now make multiple change into one file but filter (*.tgz for example) is now yet implemented to select multiple file (to ignore) at once; will be in 0.3.0 - to Greg Beaver, 0.2.0 now give ability to load config from PEAR::Config packages and containers but XML is not allowed, due to a conflict with PEAR\PackageFile\Generator\v2.php that include a clone of XML_Util package.
