[PEPr] Changes in proposal for Database::DB_Virtual

Joe Stump (http://pear.php.net/user/jstump) has edited the proposal for Database::DB_Virtual. Change comment: Updated to the latest version of the package (0.0.7). Updated the package source file as well.
